Thưa quý vị,
Tôi không dám làm thầy chỉ dạy cho quý vị thủ tục treo quốc kỳ tại Mỹ vì tôi là người Việt Nam tỵ nạn tại Hoa Kỳ. Nhưng khi tham gia hoạt động chính trị tại đây và đăng ký bầu cử vào đảng Cộng Hòa tôi đã tìm hiểu về luật lệ và thủ tục sinh hoạt tại Hoa Kỳ. Ngày 14/2/2024 thay vì ra hội đồng thành phố Westminster để điều trần thì tôi viết bla1 thư này. Tôi sẽ không ra điều trần nếu thành phố không bỏ mục “Non-Agenda Oral Communication” và trở lại Oral Communication như bình thường. Lý do:
1. Thì giờ là vàng bạc nhất là chương trình nghị sự của quý vị đôi khi tôi không quan tâm. Nên tại sao tôi phải ngồi nghe quý vị bàn chuyện hơi ngu hoặc không liên quan đến cuộc sống và cư dân trong 2, 3 giờ hoặc lâu hơn?
2. Quý vị đã tự không tôn trọng luật do quý vị đặt ra vì ngay buổi họp đầu tiên đưa thêm mục “Non-Agenda Oral Communication” thì nghị viên Namquan Nguyễn đã đứng dậy ra về ngay khi bắt đầu mục “Non-Agenda Oral Communication”.
3. Quý vị không tự trọng thì cũng đừng mong người khác trọng mình. Tại sai các nghị viên Charlie Chí Nguyễn, Namquan Nguyễn và Amy Phan West tiếp tục là mục tiêu chỉ trích của cư dân?
Mục đích hôm nay tôi viết thư này để chỉ cho quý vị thấy sự vi phạm rất nặng nề về thủ tục treo quốc kỳ Hoa Kỳ do chính thành phố Westminster thực hiện. Từng tổ chức 3 buổi diễn hành trên đại lộ Bolsa (2003, 2004, 2008) và đứng tên xin treo cờ VNCH ngày 19 tháng 6 năm 1993 nên tôi có khá nhiều kinh nghiệm nên xin phép chỉ ra những sai trái của BTC Diễn Hành 2024 và thượng kỳ của nghị viên Amy Phan West. Hai sự kiện này tôi cần thì giờ để đúc kết những sai trái (quá nhiều) của Westmimster Community Foundation và City of Westminster cho nên thư này tôi chỉ nhấn mạnh thủ tục treo cờ trong thành phố Westminster nói riêng và trong nước Mỹ nói chung (Xem video tôi đã quay lúc 10 giờ sáng thứ Năm 15/2/2024 đính kèm).

Sai lầm thứ nhất: Không làm lễ xuất phát treo cờ trên đại lộ Bolsa như thường lệ.
Sai lầm thứ hai: Trên đường Brookhurst (từ Hazard đến Bolsa) cờ treo sai vị trí. Cờ Hoa Kỳ phải để bên trái (Nhìn từ ngoài)
Sai lầm thứ ba: Trên đường Magnolia từ hướng nam đại lộ Bolsa đến McFadden lập lại sai lầm như mục sai lầm thứ hai.
Sai lầm thứ tư: Trên đường Magnolia từ đại lộ Bolsa hướng bắc đến đại lộ Westminster thì sai lầm càng trầm trọng vì 2 lá cờ US và SVN (South VN) bị treo ngang trên cột điện thay vì đưa mặt ra ngoài đường. Trong trường hợp này thì có 2 vấn đề đúng và sai: (Đúng) nếu bạn chay thướng Bắc từ Bolsa đến Westminster (Cờ Hoa Kỳ sẽ bên trái) – (Sai) nếu bạn chạy hướng Nam từ Westminster đến Bolsa (Cờ Hoa Kỳ sẽ bên phải.)
Vui lòng xem video và đọc lại US Flag Code nếu tôi sai thì vui lòng cho biết tôi sai chỗ nào. Thư sau tôi sẽ đưa ra những sai lầm của nghị viên Amy Phan West (cả luôn thành phố cũng sai) và cuộc diễn hành sai ngay từ khi thành lập tổ chức WCF đến khi chấm dứt.
Người Mỹ có câu: Nếu muốn làm đúng hãy làm đúng ngay lần thứ nhất. Tôi đính kèm nghị quyết khen thưởng (Resolution of Commendation) của thành phố Westminster đã trao tặng tôi năm 2003 để chứng minh tôi là người đóng góp và xây dựng thành phố không phải là người phá hoại.

Ladies and Gentlemen,
I do not dare to teach you the procedures for hanging the national flag in America because I am a Vietnamese refugee in the United States. But when participating in political activities here and registering to vote for the Republican Party, I learned about the laws and procedures of living in the United States that related to political actions. On February 14, 2024, instead of going to Westminster city council for a hearing, I wrote this letter. I will no longer participate if the city does not remove the “Non-Agenda Oral Communication” section and return to Oral Communication as normal. Reason:
1. Time is money, especially your agenda sometimes I don’t care. So why do I have to sit and listen to you talk about something trash and stupid or unrelated to life of residents for 2, 3 hours or longer?
2. You, yourself did not respect the procedure “Non-Agenda Oral Communication” that you set up because at the first meeting when the item “Non-Agenda Oral Communication” was added, Councilman Namquan Nguyen stood up and left right after the item “Non-Agenda Oral Communication” started.
3. If you don’t respect yourself, don’t expect others to respect you. Why do council Charlie Chi Nguyen, Namquan Nguyen and Amy Phan West continue to be the target of criticism from residents? Question is an answer.
The purpose of writing this letter today is to show you the very serious violation of procedures for flying the US flag by the city of Westminster. Having organized 3 parades on Bolsa Avenue (2003, 2004, 2008) and applying in my name to fly the flag of the Republic of Vietnam on June 19, 1993 at the City Hall, I have quite a lot of experience, so I would like to ask permission to point out the mistakes of the 2024 Parade Organizers and flying of SVN flag of Council Amy Phan West. With these two events, I need time to summarize the (too many) mistakes of the Westminster Community Foundation and the City of Westminster, so in this letter I only emphasize the procedure for flying the flag in the city of Westminster in particular and in the United States in general on the occasion of Vietnamese New Year February 10, 2024. (See attached video I recorded at 10 am on Thursday, February 15, 2024)
First mistake: Not holding the flag-hanging ceremony on Bolsa Avenue as usual.
Second mistake: On Brookhurst Street (from Hazard street to Bolsa Avenue) the flag was hung in the wrong position. The US flag must be on the left (Viewed from the outside)
Third mistake: On Magnolia Street from Bolsa Avenue south to McFadden Street repeat the same mistake as the second mistake.
Fourth mistake: On Magnolia Street from Bolsa Avenue north to Westminster Boulevard, the mistake was even more serious because the US and SVN (South Vietnam) flags were hung horizontally on electric poles instead of facing the street. In this case, there are two issues: (True) if you travel North from Bolsa Avenue to Westminster Boulevard (US Flag will be on the left) – (False) if you travel South from Westminster Boulevard to Bolsa Avenue (US Flag will be on the right.)

Please watch the video and read the US Flag Code again. If I am wrong, please let me know where I am wrong. In the next letter, I will present the mistakes of Councilwoman Amy Phan West (even the city was wrong too) and the wrong parade from the inception of the WCF organization until its end.

There is an American saying: If you want to do it right, do it right the first time. I attach the Resolution of Commendation that the City of Westminster awarded me in 2003 to prove that I am a contributor and builder of the city, not a destroyer.
