Những lời nói đầu tiên xin kính chúc mọi người đầu năm 2024 đầy hạnh phúc, vui tươi, an lành và để tránh mất thời gian của quý vị tôi xin đi thẳng vào vấn đề như sau:
Sự kiện: Non-profit Organization 501-C3
1. Westminster Community Foundation (WCF) là đơn vị đảm trách Diễn hành Tết Nguyên Đán 2024 (Tet Parade Year of Dragon 2024) mới thành lập tháng 9 năm 2023 – Exhibit 1.
2. Theo giới thiệu qua trang mạng của thành phố Westminster, WCF là một tổ chức Bất vụ lợi được miễn thuế và hoạt động riêng rẽ hoàn toàn độc lập với cơ quan hành chính thành phố Westminster.
3. WCF là đơn vị đảm trách Diễn hành Tết Nguyên Đán 2024 (Tet Parade Year of Dragon 2024.) Trong danh sách thành viên tôi không thấy tên bà Nhật Linh (Hình 2)
4. Bà Thân Thị Nhật Linh dùng tài khoản của cá nhân bà dù không phải là thành viên chính thức của WCF nhưng tự ý ra thông báo công cộng kêu gọi gửi tiền ủng hộ “Diễn hành Tết 2024”. Xem hình chụp chứng minh. (Exhibit 3 – 4 and 5)
5. Bà Nhật Linh trong tờ quảng cáo tiệc gây quỹ tổ chức thứ Bảy 6 tháng 1 năm 2024 người đeo kính, người thứ 2 từ bên phải (Exhibit 3) ở cuối quảng cáo trên bích chương. Sau khi tôi khiếu nại thì WCF đã không cho bà lên sân khấu.
6. Nhật Linh là người đã đăng quảng cáo trên trang facebook cá nhân và kêu gọi gửi tiền vào phương tiện Zelle qua tài khoản ngân hàng của cá nhân bà và công khai số điện thoại di động (Exhibit 4).
7. Để làm bằng chứng mời cộng đồng góp tiền bà đã đăng hình biên nhận một người tên Sang Pham đóng góp $100.00 (Exhibit 5).
Quan tâm: Không ai có quyền ngồi trên luật pháp Hoa Kỳ
1. Ai là Thủ quỹ và kiểm tra tài chính của hội WCF?
2. Bà Nhật Linh có được phép của hội WCF cho phép mở tài khoản khác vào tải khoản nhà băng riêng đứng tên bà Nhật Linh và số điện thoại di động của bà?
3. Nếu có như vậy tức là WCF đã vi phạm luật điều hành tổ chức bất vụ lợi được miễn thuế vì tiền đóng góp đã được chuyển qua một người bên ngoài tổ chức mà không qua Thủ quỹ hoặc ban tài chánh WCF.
4. Phải chăng WCF một tổ chức chuyển ngân bất hợp pháp (money laundering?)
5. Ông Dominic Lê là người do Thị trưởng Chí Charlie Nguyễn đề cử và Dominic là em vợ của Thị trưởng Charlie là bà Jacqueline Lê. Theo chỗ tôi biết ông Dominic Lê chưa có thành tích sinh hoạt cộng đồng và ông này cũng không thích hợp chức vụ chủ tịch của một hội hoạt đông mang tính văn hóa vì chưa có kinh nghiệm.
6. Thị trưởng Charlie Chí Nguyễn đã vi phạm đạo đức nghề nghiệp khi mang gia đình trị vào thành phố Westminster. Hi2ng thức tương tự chế độ gia đình trị của Giám Sát Viên quận Cam Andrew Đỗ chuyển tiền của Giám Sát Viện cho con gái và dấu thân thế vợ ông làm phụ thẩm khi ra tòa làm chứng.
7. Ai đã lợi dụng diễn hành Têt rửa tiền môt cách quang minh chính đại và tinh vi này qua tổ chức WCF?
8. WCF là một tổ chức mang tính văn hóa diễn hành Tết Nguyên Đán của phong tục tập quán người Việt Nam nhưng phe nhóm ông Thị trưởng Chí Charlie Nguyễn lại không can thiệp ngược lại ủng hộ bà Nhât Linh lên kênh youtube Nhật Linh Sunshine và Trust Media TV của nghị viên Namquan Nguyễn tấn công những người phản đối ban tổ chức diễn hành bằng những lời lẽ thiếu giáo dục, khiếm nhã và nhục mạ?
9. Mới nhất đoạn video clip ghi nhận bà Nhật Linh đã nhục mạ quân lực Việt Nam Cộng Hòa với lời lẽ mà tôi thấy xấu hổ không dám trích ra đây vì sợ tổn thương các cựu quân nhân VNCH: https://youtu.be/vYrMmIbSu_Y
10. Với email Nhat Linh Than Thi <nhatlinh1204@gmail.com> bà Nhật Linh cũng đã tranh luận trên nhiều hệ thống email groups bằng những ngôn ngữ bẩn thỉu, hạ cấp và vô giáo dục thay vì thuyết phục cộng đồng tham gia diễn hành.
11. Tệ hơn nữa bà thay mặt thành phố Westminster xé bỏ đơn xin tham gia diễn hành của các đơn vị mà bà Nhật Linh đang có những tranh chấp. (Exhibit 6.)
Trong khi chờ đợi sự quan tâm và quyết định của quý vị. Xin Thượng Đế ban ơn cho mọi người và sức khỏe để tiếp tục điều hành tốt đẹp công việc của thành phố và thành công của buổi diễn hành Tết 2024.

Subject: WCF violated the law governing Non-Profit organizations and used people to humiliate Orange County residents
Ladies and gentlemen,
First of all, I would like to wish everyone a happy, joyful and peaceful beginning of 2024. To avoid wasting your time, I would like to go straight to the point as follows:
FACTS: Non-profit Organization 501-C3
1. Westminster Community Foundation (WCF) is the unit in charge of the 2024 Lunar New Year Parade (Tet Parade Year of Dragon 2024), newly established in September 2023 – Exhibit 1.
2. According to the introduction through the City of Westminster website, WCF is a non-profit organization that is tax-exempt and operates completely independently of the City of Westminster administrative agency.
3. WCF is the unit responsible for the 2024 Lunar New Year Parade (Tet Parade Year of Dragon 2024.) In the member roster, I do not see Ms. Nhat Linh’s name (Figure 2)
4. Ms. Than Thi Nhat Linh used her personal account, even though she was not an official member of WCF, but arbitrarily issued a public announcement calling for donation money to support the “2024 Tet Parade”. See photos for proof. (Exhibit 3 – 4 and 5)
5. Ms. Nhat Linh in the advertisement for the fundraising party held on Saturday, January 6, 2024 is wearing glasses, the second person from the right (Exhibit 3) at the right end of the advertisement on the poster. After I complained, WCF did not let her appearing on stage.
6. Nhat Linh is the person who posted the ad on her personal Facebook page and called for money to be deposited into Zelle through her personal bank account and publicized her mobile phone number (Exhibit 4).
7. As proof of inviting the community to contribute money, she posted a photo of a receipt of a person named Sang Pham contributing $100.00 (Exhibit 5).
Concern: No one has the right to sit above the laws of the United States
1. Who is the Treasurer and financial controller of the WCF?
2. Does Ms. Nhat Linh have WCF’s permission to open another donation account in her own bank account in Ms. Nhat Linh’s name and her mobile phone number besides WCF?
3. If so, WCF violated the law governing tax-exempt non-profit organizations 501-C3 because the donations were transferred to a person outside the organization without going through the WCF’s Treasurer or finance department.
4. Is WCF an illegal money laundering organization?
5. Mr. Dominic Le is nominated by Mayor Chi Charlie Nguyen and Dominic is Mayor Charlie’s brother-in-law, Nguyen’s wife is Mrs. Jacqueline Le. As far as I know, Mr. Dominic Le has no record of community activities and he is not suitable for the position of president of a cultural association because he has no experience.
6. Mayor Charlie Chi Nguyen violated professional ethics when bringing nepotism into the city of Westminster. A similar nepotism regime by Orange County Supervisor Andrew Do transferred the OC Supervision’s money to his daughter’s organization and hid his wife’s identity as a co-assistant judge when he was testifying in court.
7. Who took advantage of this transparent and sophisticated money laundering operation through the WCF organization?
8. WCF is a cultural organization that celebrates the Lunar New Year of Vietnamese customs and traditions, but Mayor Chi Charlie Nguyen’s group did not intervene and instead supported Ms. Nhat Linh on Nhat Linh Sunshine YouTube channel and publish Trust Media TV of councilman Namquan Nguyen attacked those who opposed the parade organizers with uneducated, rude and insulting words? (Video proofs will be provided during the investigation.)
9. The latest video clip recorded that Ms. Nhat Linh insulted the Republic of Vietnam military with words that I feel ashamed to quote here for fear of hurting former soldiers of the Republic of Vietnam: https://youtu.be/vYrMmIbSu_Y
10. With the email address Nhat Linh Than Thi <nhatlinh1204@gmail.com>, Ms. Nhat Linh also debated on many email groups using dirty, degrading and uneducated language instead of convincing the community to participate in the Tet Parade 2024’s performance.
11. Worse yet, on behalf of the city of Westminster, she tore up the applications to participate in the parade of the units with which Ms. Nhat Linh was having disputes. (Exhibit 6.)
While waiting for your attention and decision. May God grant everyone grace and health to continue to run the city’s affairs well and the success of the 2024 Tet parade.
